Israel has led a 10-country simulation of a major cyber attack on the global financial system in an attempt to increase cooperation that could help to minimise any potential damage to financial markets and banks. The simulated cyber attack evolved over 10 days, with sensitive data emerging on the dark web along with fake news reports that ultimately caused chaos in global markets and a run on banks.
Participants in the initiative, called “Collective Strength”, included treasury officials from Israel, the United States, the United Kingdom, United Arab Emirates, Austria, Switzerland, Germany, Italy, the Netherlands and Thailand, as well as representatives from the International Monetary Fund, World Bank and Bank of International Settlements. The simulation featured several types of attacks that impacted global foreign exchange and bond markets, liquidity, integrity of data and transactions between importers and exporters. "These events are creating havoc in the financial markets," said a narrator of a film shown to the participants as part of the simulation and seen by Reuters. Israeli government officials said that such threats are possible in the wake of the many high profile cyber attacks on large companies, and that the only way to contain any damage is through global cooperation since current cyber security is not always strong enough. The narrator of the film in the simulation said governments were under pressure to clarify the impact of the attack, which was paralysing the global financial system. “The banks are appealing for emergency liquidity assistance in a multitude of currencies to put a halt to the chaos as counterparties withdraw their funds and limit access to liquidity, leaving the banks in disarray and ruin,” the narrator said. The participants discussed multilateral policies to respond to the crisis, including a coordinated bank holiday, debt repayment grace periods, SWAP/REPO agreements and coordinated delinking from major currencies. "Attackers are 10 steps ahead of the defender," Micha Weis, financial cyber manager at Israel's Finance Ministry, told Reuters. Rahav Shalom-Revivo, head of Israel’s financial cyber engagements, said international collaboration between finance ministries and international organizations “is key for the resilience of the financial eco-system.” The simulation was originally scheduled to take place at the Dubai World Expo but it was moved to Jerusalem due to the Omicron variant of COVID-19, with officials participating over video conference.

"Further we are in early September, with September 4-5 being a reference date, when Iran plans to take the so-called third step to reduce its commitments as part of the less-for-less approach," he said. It is a separate question who will supply equipment there and what kind of equipment. But as a matter of fact, it is not a political question. It is a question to the designers." According to the Russian diplomat, the prospects for handing over equipment for the modernization of the reactor at Arak are seen as quite sensitive in some countries. "Anyway, we have an indirect relation to this project," he noted. "We are not going to supply any equipment there. All we can do is to offer our consultancy.". INSTEX vehicleThe European special purpose vehicle INSTEX aiming at facilitating trade between the European Union and Iran is operating in the pilot mode and a series of procedures are needed to make fully operational, Russian Deputy Foreign Minister noted. "INSTEX is operating in the pilot regime. To make it fully operational certain political and bureaucratic procedures are to be finalized, in particular, to sign additional documents between ISTEX and a similar structure set up in Iran," Ryabkov said. The European Union announced the launch of the INSTEX (Instrument in Support of Trade Exchanges) vehicle at a previous meeting of political directors on June 28. Russian Foreign Minister Sergey Lavrov said on July 17 that a number deals with several millions of US dollars had been executed via INSTEX but, in his words, it was not enough. Iranian Deputy Foreign Minister Abbas Araghchi said earlier on Sunday that the EU’s vehicle was not yet operational. Envoys from Britain, France, Germany, China, Russia and Iran will take part in Sunday's extraordinary gathering, the European Union's foreign policy service said. The meeting will "examine issues linked to the implementation of the JCPOA in all its aspects," the EU said, referring to the nuclear deal by its formal name, the Joint Comprehensive Plan of Action. The landmark agreement, which offered Iran relief from global sanctions in exchange for curbs on its nuclear programme, is in danger of unravelling following Washington's move in May 2018. The administration of US President Donald Trump has since reimposed punishing sanctions against Tehran, plunging its economy into recession and bringing hardship to ordinary Iranians. The pact's remaining signatories oppose Washington's move but have struggled to protect trade with Iran. In May, Iran said it would disregard certain limits the deal set on its nuclear programme. After surpassing a cap on stockpiles of enriched uranium, Iran's atomic agency earlier this month said it has also started to enrich uranium to a higher grade than the 3.67 percent set in the JCPOA. VIENNA, May 29 -- Formula One fans had one last chance to say goodbye to Niki Lauda at the Formula One icon's funeral. The Austrian hero is to be buried with full state honours and will be laid to rest in the Neustifter Friedhof (Neustift Cemetery) in the Doebling borough, where his mother is buried, later this afternoon. Lauda will be buried in a Ferrari racing suit, the Italian team with whom he won two of his three world championships with. There will also be a mass that will be attended by Austrian President Alexander van der Bellen, Chancellor Sebastian Kurz, Lewis Hamilton, former Austrian F1 driver Gerhard Berger and Mercedes team chief Toto Wolff. On Wednesday morning, fans had the chance to pay their respects to Lauda, who will lie in state in a coffin decorated with a laurel wreath put out in the centre of the church. His racing helmet was put on top of the coffin before people had the chance to walk by the three-time F1 championship winner, who will be dressed in a Ferrari racing suit in which he will also be buried. Lauda's children will hold an intercession for their deceased father in the church in Vienna's old town centre. Austria's President Alexander Van der Bellen will also hold a eulogy in the church for the man who was considered to be one of the greatest Austrian sportsmen and public characters who ever lived. As Lauda's family want to keep the event relatively private, it will not be broadcast on live TV.
Lauda died last week in his sleep in the University Hospital in Zurich, Switzerland, where he underwent dialysis treatment for kidney problems following a prolonged period of ill health. Following Lauda's fiery crash during the 1976 German Grand Prix at the Nurburgring where he suffered severe burns, damaged his lungs and narrowly escaped death, he was frequently hospitalised. He received kidney transplants in 1976 and 2005 (from his brother Florian and second wife Birgit as donors respectively) as well as a lung transplant in Vienna in August last year. VIENNA, May 28 -- Austrian President Alexander Van der Bellen told reporters on Monday he would on Tuesday remove from office the incumbent cabinet led by Chancellor Sebastian Kurz and appoint finance minister and vice-chancellor Hartwig Loger as the interim chancellor. "Tomorrow, in line with my powers, ..... I will relieve this government of its duties," Van der Bellen said. "As part of this process, I will vest vice-chancellor Hartwig Loger with the authority to head the federal chancellor’s office and to chair the interim government." Earlier, the lower chamber of the Austrian parliament supported a no-confidence motion to the Kurz-led cabinet amid a governmental crisis and the resignation of former vice-chancellor Heinz-Christian Strache. After that, Kurz told Van der Bellen he was ready to hand over his powers to a transitional government and support its work. VIENNA, May 21 -- In a statement issued to the Austrian Press Agency on Tuesday morning, it was confirmed by Lauda's family that he had passed away on Monday, nine months after undergoing a lung transplant. "In deep mourning, we announce that our beloved Niki has passed away peacefully with his family on Monday," the family statement read. "His unique achievements as an athlete and entrepreneur are and will remain unforgettable. His tireless drive, straightforwardness and courage remain an example and a benchmark for all of us." "He was a loving and caring husband, father, and grandfather away from the public." Lauda rose to prominence in F1 in the 1970s, winning his first world championship with Ferrari in 1975. The Austrian sustained life-threatening burns and injuries in an accident at the German Grand Prix in 1976, but remarkably returned to racing just six weeks later, narrowly missing out on the world championship to James Hunt that year. He would go on to clinch a second title in 1977. Lauda took a three-year break from F1 at the end of 1979 in order to focus on his commercial interests, but returned in 1982 with McLaren, going on to win a third and final world title in 1984. He remained a regular figure in the paddock for another three decades following his retirement in 1985, most recently enjoying a non-executive role with Mercedes during its recent dominance of F1. |
